NOTICE BY PUBLICATION

Applicant SWN Production (Ohio), LLC (SWN”) hereby gives notice that the Ohio Department of Natural Resources, Division of Oil and Gas Resources Management (the “Division”), has scheduled a hearing pursuant to Revised Code Section 1509.28 concerning SWN’s Rothenbuhler A Unit to occur on Wednesday, June 1, 2022 at 9:30 a.m. The hearing will be held via video conference, as set forth below. SWN seeks to obtain an Order for Unit Operation from the Chief of the Division as to the Utica/Point Pleasant Formation covering the Rothenbuhler A Unit area. This proposed unit area includes lands in Sections 17, 18, 23, and 24, Township 3N, Range 4W, and Sections 19 and 25, Township 4N, Range 4W, Adams Township, and Section 16, Township 3N, Range 4W, Green Township, all in Monroe County, Ohio.  The surface location for the Rothenbuhler A Unit will be located in Section 25, Township 4N, Range 4W, Adams Township, Monroe County, Ohio, on Parcel No. 01-011008.0000.

Certain tracts in the Rothenbuhler A Unit area are owned, in whole or in part, by persons for whom no address can be located. These tracts are described below by reference to their parcel numbers and their believed owners’ names:  (1) Parcel Nos. 01-018007.0000 and 01-018015.0000 – Owners:  Unknown Heirs and Assigns of Maggie I. Clegg; Unknown Heirs or Assigns of Emma Kampfer; and Unknown Heirs or Assigns of Anna D. REQUEST FOR QUALIFICATIONS/REQUEST FOR PROPOSAL

ARCHITECTURE, PLANNING AND ENGINEERING SERVICES

WOODSFIELD, OHIO

The Village of Woodsfield is requesting statements of qualifications from interested consultants to provide a range of services related to the administration and implementation of Village’s Community Development Program as well as qualified consultants to provide Engineering, Architectural and Planning services for various State, Federal and Local programs as well as Municipal Engineer Services and General Architecture/Engineering/Planning. The Village is interested in obtaining the following services:

1. Provide technical assistance; under direction of the Village; to assist in implementing and administering all U.S. Dept. of Housing and Urban Development (HUD) program activities; preparation of applications, environmental reviews, determination of eligible activities; coordination with various groups and organizations, including HUD, U.S Dept. of Commerce, Federal Highway Administration, U.S. Environmental Protection Agency, Ohio Development Services Agency, Ohio Dept. of Transportation, Ohio Dept. of Natural Resources, Ohio Environmental Protection Agency; United States Department of Agriculture, familiarity with EEO, Davis-Bacon, and HUD requirements and regulations; provide on-site day-to-day technical assistance; etc. The consultant must have experience with housing programs, housing rehabilitation, its requirements, regulations and operational procedures.

2. Have in-house capabilities to provide architectural and planning services for HUD funded projects; and/or supervision of projects funded by HUD Programs.

3. Have expertise in the area of economic development including such programs as USDA, EDA and CDBG; including the ability to assist the Village in deal structuring using a variety of funding tools, and the familiarity with HUD regulations regarding such.

4. Have expertise in the area of the various housing programs, CHIP, CHIS, etc. Familiarity with the Americans with Disabilities Act.

5. Municipal Engineer Services including Survey Services.

6. General Architecture, Planning and Engineering Services. The Village will contract with the consultant who can best provide the range of services described above, for the period beginning, 2022 up to and including, 2025. The Village will use qualification based selection procedures and take into account the above factors, the following factors and the information requested in the Request for Qualifications in making the award: 

– Experience with grant programs;

– Knowledge of HUD regulations and programs as well as related activities such as acquisition/relocation;

– Firm’s range of architectural projects including government administrative buildings;

– Rehabilitation operational expertise;

– Economic development experience;

– Planning experience;

– Past performance with the Village;

– Past Performance of the firm as reflected by evaluations of previous clients with respect to such factors as responsiveness, control of costs, quality of work and meeting of deadlines for engineering planning and architectural services.

– References. Questions from interested consultants shall not be responded to at this time and contact with the Village during this period is prohibited. Submittals shall be limited to 20 pages double-sided and one hard copy shall be submitted for evaluation.

Statements shall be submitted no later than May 20, 2022 at 12:00 p.m. The Village of Woodsfield reserves the right to reject any or all proposals. The Village is an Equal Opportunity Employer.
