You are hereby notified the Plaintiffs in the above-captioned case have filed a Complaint in the Monroe County Court of Common Pleas, General Division, located in the Monroe County Courthouse, 101 N. Main Street, Woodsfield, Ohio 43793, whose object and demand for relief is to have the Court declare the “the full one half of the one Eighth Royalty Paid for the Right to operate and Produce oil and gass (sic gas) from the said 40 acre Tract for all time” underlying 40 acres of real property located in Adams Township, Monroe County, Ohio, identified as Parcel No. 01-023007.0000 (hereinafter the “Property”) excepted and reserved by Plaintiffs’ predecessors-in-title, J. T. Mobbley, aka, J. T. Mobley and N. J. Mobbley (hereinafter the “Mobbley Interest”) has been extinguished by the Ohio Marketable Title Act (O.R.C. 5301.47, et seq.); the Oil and Gas Lease between Plaintiffs and CNX Gas Company, LLC for the oil and gas underlying the Property, which is evidenced by the Memorandum of Lease filed for record June 17, 2013, and recorded in Book 245, Page 642 of the Monroe County Official Records is valid and in full force and effect; and Plaintiffs are holders and owners of 100% of the oil and gas royalty underlying the Property, being Parcel No. 01-023007.0000.
Plaintiffs’ Complaint further seeks the Court quiet title in them as owners of the Mobbley Interest, being a one hundred percent (100%) ownership interest in the oil and gas royalty underlying the Property, and to determine the heirs, successors, and/or assigns of J. T. Mobbley, aka, J. T. Mobley and N. J. Mobbley, both deceased, have no right, title, or interest in the Mobbley Interest; and for said final entry be issued and recorded in the Monroe County Recorder’s Office.
You are further notified that you are required to Answer the Complaint within twenty-eight (28) days after the final publication of this Notice, which shall be published once a week for six (6) successive weeks, or a default judgment shall be entered against you. MONROE COUNTY OPWC EMERGENCY REPAIR PROJECTS
CR22-1.30, CR43-1.52 & CR40-6.10
Sealed proposals will be received at the office of the Monroe County Commissioners, 101 N. Main Street, Room 34, Courthouse, Woodsfield, OH 43793, until 9:00 a.m. on Monday, March 13, 2023 for the furnishing of all labor, materials and equipment necessary to complete the project known as the Monroe County OPWC Emergency Repair projects which consists of three pipe piling retaining walls and asphalt road repairs.
The bids will be publicly opened and read aloud at the above said time and place.
Contract documents, bid sheets, plans and specifications can be obtained at the Monroe County Engineers Office, 47134 Moore Ridge Road, Woodsfield, OH 43793.
Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with section 153.54 of the Ohio Revised Code. Bid security furnished in bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder shall be pre-qualified by the Ohio Department of Transportation at the time of the bid opening and shall submit certification of said approval and pre-qualifications with bid. The owner intends and requires that this project be completed no later than August 19, 2023.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
Bidders must comply with the prevailing wage rates on Public Improvements in Monroe County as determined by the Ohio Bureau of Employment Services, Wage and Hour Division.
The Board of Monroe County Commissioners reserves the right to reject any and all bids.

Request for Qualifications
for Engineer Services
The County of Monroe in the State of Ohio is interested in acquiring the services of an engineer firm to provide the necessary engineering, design, specifications, and construction inspection services needed for completion of four concrete projects at various locations in Monroe County. We expect all design work, specifications and cost estimates for all four projects to be completed in calendar year 2023. If you cannot meet this deadline, please do not reply to this RFQ.
All proposals will be evaluated in terms of experience, performance, and capacity. The types of experiences desired are: (1) experience with designing and creating specifications for concrete parking lots, driveways, and new sidewalks; (2) experience with supervising contractor’s work in the field and testing concrete quality and strength, and (3) experience in working with ODOT for right-of-way permits. Performance will be assessed in terms of timeliness in meeting hard deadlines, and quality of work. Capacity will be experience and staff time availability. The County will begin negotiations with the respondent obtaining the highest total score in the evaluation process.

The reorganization meeting of the Board of Trustees of Summit Township was held January 4, 2023, at the Lewisville Community Center. Summit TownshipTrustees include Nate Betts, Brad Dimmerling, and Rob Dimmerling. Brad Dimmerling was elected President and Nate Betts was elected Vice President. Regular monthly meetings will be held on the first Wednesday of the month at 7:00 p.m. at the Lewisville Community Center.
The Township is not responsible for invoices that are not pre-approved by the trustees.

Final Notice and Public Explanation of a
Proposed Activity in a 100-Year Floodplain

This is to give notice that the County of Monroe has conducted an evaluation of the following proposed action as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection.
Project Name: Sardis Improvements
Source of Federal Funds: Community Development Block Grant
Location: Unincorporated Village of Sardis, Lee Township, Monroe County, Ohio
Project Description: Replace six non-functioning culverts on Monroe and Muskingum Streets and replace the pump/motor for Ohio & Lee Water Authority’s Water Well #2.
Total Number of Acres in Floodplain Involved: Less than 20 acres.
The County of Monroe has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values:
• The culverts are in a residential area of Sardis and are needed for proper drainage of rainwater for safe streets. The water well serves the residents of Sardis with safe drinking water and must be maintained.
• An alternative to the project is no action, but this would be detrimental to the residents of Sardis. Another alternative would be to move residents out of the floodplain and redevelop a new water well out of the floodplain, but this is unreasonable and costly and is not a viable option.
• All federal, state and local laws will be observed while doing the work in the floodplain. The impact on natural and beneficial functions will be minimal to none.
• The County of Monroe has advised the county floodplain administrator of the projects and has received a local permit.
The County of Monroe has reevaluated the alternatives to these projects in the floodplain and has determined that it has no practicable alternative. REQUEST FOR RELEASE OF FUNDS
On or about, but not before, March 20, 2023, the County of Monroe will submit a request to the State of Ohio for the release of Federal funds under Section 104 (g) of Title I of the Housing and Community Development Act of 1974, as amended; Section 288 of Title II of the Cranston Gonzales National Affordable Housing Act (NAHA), as amended; and/or Title IV of the Stewart B. McKinney Homeless Assistance Act, as amended; to be used for the following project(s):
Project: Sardis CDP Improvements
Activities: Fire Protection Facilities and Equipment; Flood & Drainage Facilities; Neighborhood Facilities; Parking Facilities; Parks & Recreation Facilities; Sidewalk Improvements; Street Improvements; Water Facilities Improvements.

Project Description: a) Purchase 15 items for the fire department, install a backup generator to the fire station. b) Install 3100 linear feet of culverts and one catch basin. c) Replace gym floors, windows, gym lights, and boiler pump/compressor on boiler system, install security cameras at the Sardis Community Center; install an awning and handicapped door with push button opener, repair basement wall leak, and purchase 10 computers/monitors for the Dally Memorial Library. d) Pave the parking lots at the fire station on Jill Street and the drive/parking area near the playground area at the Sardis Community Center. e) Install an outdoor restroom and drinking fountain at the Sardis Community Center’s playground area. f) Install 300 linear feet of new sidewalk. g) Resurface two streets/alleys. h) Replace the pump/motor on Ohio & Lee Water’s Well #2, install a waterline with hydrant at the Jill Street fire station, and install fencing around the water tank.
This project is a Multi-Year Project.
Location: The Census-Designated Place (CDP) of Sardis in Lee Township, Monroe County, Ohio.
Estimated Cost of the Project: $795,700
FINDING OF NO SIGNIFICANT IMPACT
The County of Monroe has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the office of the County of Monroe, 101 North Main Street, Room 34, Woodsfield, OH 43793 and may be examined or copied weekdays 8 A.M to 4 P.M. The ERR may also be provided upon request electronically via email. PUBLIC COMMENTS

Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The County of Monroe certifies to the State of Ohio that L. William Bolon in his capacity as President of the Board of Monroe County Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Monroe to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The State of Ohio will accept objections to its release of funds and the County of Monroe’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Monroe; (b) the County of Monroe has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Ohio; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Ohio Department of Development, Office of Community Development at OCD@development.ohio.gov. Potential objectors should contact the State of Ohio to verify the actual last day of the objection period.
