ADVERTISEMENT FOR BIDS

Bids for the construction of the Monroe County Broadband Tower Project will be received by the Monroe County Port Authority, care of Mr. Jason Hamman until 2 p.m. local time on Thursday, November 16th, 2023. Bids can be dropped off in person or mailed to the Monroe County Port Authority office at 101 N. Main Street in Woodsfield, OH, 43793. Bids may also be emailed to jason@hammanconsulting.com. 

The approximate quantities of work to be bid upon are described as follows: 

3 Monopole Broadband Towers, 3 Complete Tower Compounds, 530 LF of Fencing, 400 TN of Stone, 450 CY Earthwork, as well as various miscellaneous items as necessary for completion of the project such as drainage, communication conduit, etc. 

*Project consists of three (3) separate locations, each consisting of access, compound, and tower construction. 

This project is funded, in whole or part, by the Appalachian Regional Commission (ARC) and is subject to the Davis-Bacon Act and the Build American Buy American requirements. Please see Section 5, subsection D and subsection L in the Bidding documents. The Contractor is expected to be selected and construction to start in the fall of 2023. A Mandatory pre-bid conference is scheduled for Tuesday, October 24th at 10:00, at the Monroe County Port Authority Office. All questions shall be submitted via email to devon@ascentwv.com and must be submitted by Thursday, November 2nd. 

The Work will be substantially completed by June 14, 2024 with Final Completion by July 19, 2024. Liquidated damages shall be $1,000.00 per day. Work time restrictions shall be in adherence with local authorities having jurisdiction over each site. 

The Issuing Office for the Bidding Documents is: Ascent Consulting and Engineering, LLC, 1700 Anmoore Road, Bridgeport, WV 26330. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am to 5:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bids may not be withdrawn for a period of ninety (90) days after the date set for the opening of bids. 

Bids shall be accompanied by a certified check or bid bond payable to the Monroe County Port Authority in an amount equal to five percent (5%) of the base bid. 

The successful Bidder will be required to obtain an Ohio Contractor’s License.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

NOTICE TO DELINQUENT TAXPAYERS IN MONROE COUNTY

PUBLICATION OF DELINQUENT LAND, COAL, OIL & GAS

ROYALTIES, TAX ASSESSMENTS & PENALTIES

Notice is hereby given that pursuant to law, parcels of land certified as delinquent as of the closing date of the past collection period will be published according to law on or about November 2nd for the 2023 delinquencies.

It shall be mandatory upon the Auditor to cause a list of the lands on such delinquent land list and duplicate to be published twice.  Such notice is in accordance with Section 5721.03 and Section 5721.04 of the Revised Code of the State of Ohio.

Notice is also given that, pursuant to House bill 379 which became law on Sept. 21, 1982, an interest charge will accrue on accounts remaining unpaid after the last day of November, unless the taxpayer enters a written undertaking to pay such taxes in installments. NOTICE TO BIDDERS

MONROE COUNTY OPWC EMERGENCY REPAIR PROJECTS

CR4-2.50, CR10-8.07 & CR12-5.50

Sealed proposals will be received at the office of the Monroe County Commissioners, 101 N. Main Street, Room 34, Courthouse, Woodsfield, OH  43793, until 11:00 a.m. on Monday, October 23, 2023 for the furnishing of all labor, materials and equipment necessary to complete the project known as the Monroe County OPWC Emergency Repair CR4-2.50, CR10-8.07 & CR12-5.50 projects which consists of a Drilled shaft H-pile retaining walls.

The bids will be publicly opened and read aloud at the above said time and place.

Contract documents, bid sheets, plans and specifications can be obtained at the Monroe County Engineers Office, 47134 Moore Ridge Road, Woodsfield, OH  43793.

Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with section 153.54 of the Ohio Revised Code.  Bid security furnished in bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.

Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein.  Each bidder shall be pre-qualified by the Ohio Department of Transportation at the time of the bid opening and shall submit certification of said approval and pre-qualifications with bid.  The owner intends and requires that this project be completed no later than June 1, 2024.

All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project.  Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.

Bidders must comply with the prevailing wage rates on Public Improvements in Monroe County as determined by the Ohio Bureau of Employment Services, Wage and Hour Division.
