ROYALTIES, TAX ASSESSMENTS & PENALTIES
Notice is hereby given that pursuant to law, parcels of land certified as delinquent as of the closing date of the past collection period will be published according to law on or about November 18th for the 2020 delinquencies.
It shall be mandatory upon the Auditor to cause a list of the lands on such delinquent land list and duplicate to be published twice. Such notice is in accordance with Section 5721.03 and Section 5721.04 of the Revised Code of the State of Ohio.
Notice is also given that, pursuant to House bill 379 which became law on Sept. 21, 1982, an interest charge will accrue on accounts remaining unpaid after the last day of November, unless the taxpayer enters a written undertaking to pay such taxes in installments. If a taxpayer comes in at least two days before publication of the delinquent list and enters an installment-payment plan, that person’s name on the published delinquent land lists is given an asterisk beside it.

PUBLIC NOTICE
In compliance with Section 5715.17 of the Revised Code of Ohio, public notice is hereby given, to the real estate owners of Monroe County, Ohio, that the County Board of Revision has completed its work of equalization and transmitted the returns to the County Auditor, and that the tax returns for the year 2020 have been revised and the valuations completed and are open for public inspection at the office of the County Auditor at Woodsfield, Ohio. The County Auditor will, upon request, furnish to any person a certificate setting forth the valuation for tax purposes of any tract, lot or parcel of real estate situated in the county, or will, upon receipt of sufficient postage, mail the same.
Furthermore, the Board of Revision of Monroe County, Ohio, will hear any complaints against valuation or assessments, except valuations fixed and assessments made by the Tax Commissioner, at the office of the County Auditor at Woodsfield, Ohio, on Monday, November 16th, 2020 from 9:30 AM to 2:00 P.M.

REQUEST FOR QUALIFICATIONS STATEMENTS
The Monroe County Airport Authority anticipates receiving grants from the FAA, or other Government Agencies, for several projects during the next five years at the Monroe County Airport. At this time the Airport Authority is soliciting a Statement of Qualifications and other supporting information from qualified professional consulting firms, teams, or individuals to complete this work. MANUFACTURED HOME TAX LIST
Pursuant to Ohio Revised Code, Section 4503.06, notice is hereby given of forthcoming publication and certification, on November 26 and December 3, 2020, of the delinquent manufactured home tax list of Monroe County.
Said list will contain the name of the most current owner and any unpaid tax and penalties. The certification shall constitute a lien and interest charges will accrue on accounts remaining unpaid after the last day of November.
Delinquent taxes may be paid at the Monroe County Treasurer’s Office 101 N. Main St. Room 21, Woodsfield, OH 43793, Monday thru Friday (except holidays) 8:00 am till 4:00 pm.
Taxpayers who are unable to make full payments may enter in a written agreement (installment plan) with the County Treasurer’s to pay unpaid taxes.

On or about, but not before, November 20, 2020, the County of Monroe will submit a request to the State of Ohio for the release of Federal funds under Section 104 (g) of Title I of the Housing and Community Development Act of 1974, as amended; Section 288 of Title II of the Cranston Gonzales National Affordable Housing Act (NAHA), as amended; and/or Title IV of the Stewart B. McKinney Homeless Assistance Act, as amended; to be used for the following project(s):

The activities proposed are categorically excluded under U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for the project(s) is on file at the Monroe County Courthouse, 101 North Main Street, Room 17, Woodsfield, OH 43793 and may be examined or copied weekdays 8 A.M to 4 P.M.). The ERR may also be provided upon request electronically via email. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the County of Monroe by U.S. mail or email at the addresses above. All comments received before November 20, 2020 will be considered by the County of Monroe prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The County of Monroe certifies to the State of Ohio that Carl Davis in his capacity as President of the Monroe County Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Ohio’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Monroe to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The State of Ohio will accept objections to its release of funds and the County of Monroe’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Monroe; (b) the County of Monroe has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Ohio; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Ohio Development Services Agency, Office of Community Development at OCD@development.ohio.gov. Potential objectors should contact the State of Ohio to verify the actual last day of the objection period.
