Water gushes up from a large pipe outside the Woodsfield Water Treatment Plant.Like a mini geyser, the water continuously rushes from the pipe, as if it’s in a hurry to get where it’s going.The water has already come a decent way, flowing from the reservoirs just north of the plant.
