PUBLIC NOTICE
Monroe Water Systems intends to contract for professional engineering and surveying services in connection with future water system improvements. These projects may include, but not be limited to, water treatment, storage and distribution system projects over the next three years. Engineering firms interested in being considered for a contract to provide the required services should reply with a single Statement of Qualifications no later than October 10, 2019 at 3:00 p.m. Statements received after this deadline will not be considered.
The projects may include but not be limited to: acquisition of funding; preparation of preliminary and final design; construction plans and specifications; and bidding and construction phase engineering services including resident project representative for these projects. Monroe Water Systems may wish to retain the selected firm for three years, with the potential for additional three year extensions at Monroe Water Systems’ option.
Statements of Qualification should include information regarding the firm’s competence to perform the required services as indicated by the technical training, education, and experience of the firm’s personnel, especially the technical training, education, and experience of the employees within the firm who would be assigned to perform the services; ability of the firm in terms of its workload and the availability of qualified personnel, equipment, and facilities to perform the required services competently and expeditiously; past performance of the firm as reflected by the evaluations of previous clients with respect to such factors as control of costs, quality of work, and meeting of deadlines; the firm’s experience in designing similar projects within the last five years; the firm’s experience with applying for funding assistance programs; the firm’s proximity to the water system; references; and any experience and work history with Monroe Water Systems, although experience with Monroe Water Systems is not required.

As required by Ohio Revised Code 153.65 et seq., responding firms will be evaluated and ranked in order of their qualifications. Following this evaluation, the Board of Monroe Water Systems will enter into contract negotiations with the most highly qualified firm.

Notice is hereby given that pursuant to law, parcels of land certified as delinquent as of the closing date of the past collection period will be published according to law on or about October 17th for the 2019 delinquencies.
It shall be mandatory upon the Auditor to cause a list of the lands on such delinquent land list and duplicate to be published twice. Such notice is in accordance with Section 5721.03 and Section 5721.04 of the Revised Code of the State of Ohio.
Notice is also given that, pursuant to House bill 379 which became law on Sept. 21, 1982, an interest charge will accrue on accounts remaining unpaid after the last day of November, unless the taxpayer enters a written undertaking to pay such taxes in installments. Pursuant to Ohio Revised Code, Section 4503.06, notice is hereby given of forthcoming publication and certification, on October 24 and October 31, 2019, of the delinquent manufactured home tax list of Monroe County.

PUBLIC NOTICE
In compliance with Section 5715.17 of the Revised Code of Ohio, public notice is hereby given, to the real estate owners of Monroe County, Ohio, that the County Board of Revision has completed its work of equalization and transmitted the returns to the County Auditor, and that the tax returns for the year 2019 have been revised and the valuations completed and are open for public inspection at the office of the County Auditor at Woodsfield, Ohio. As part of the 2019 Triennial Update of real property, the Monroe County Auditor’s Office was ordered by the Ohio Department of Taxation to increase Agricultural and Residential values to bring the Auditor’s values in line with current sale prices. Therefore, there will be a 20% increase to land and a 5% increase to building market values for all Agricultural and Residential properties in the county. There will be no increase in Commercial or Industrial values. New Current Agricultural Use Valuation (CAUV) soil values will also be implemented, as required by the Department of Taxation. The Monroe County Park District (MCPD) is seeking expressions of interest from local attorneys to serve as legal counsel to the park district beginning January 1, 2020. This position has traditionally been under a retainer for annual routine services. These services include, but are not limited to issues with deeds and land transfers, occasional correspondence advice on issues concerning the district and in recent years a fair amount of oil/gas related work. The Monroe County Park District meets on the first Tuesday of each month at the district office located in Woodsfield. Expressions of interest and resumes are due by November 1, 2019.
