NOTICE BY PUBLICATION
Applicant Eclipse Resources I, LP (“Eclipse”) hereby gives notice that the Ohio Department of Natural Resources, Division of Oil and Gas Resources Management (the “Division”), has scheduled a hearing pursuant to Revised Code Section 1509.28 concerning Eclipse’s Rothenbuhler E Unit to occur on Wednesday, September 15, 2021 at 9:30 a.m. The hearing will be held via video conference, as set forth below, and also in person, as set forth below. Eclipse seeks to obtain an Order for Unit Operation from the Chief of the Division as to the Utica/Point Pleasant Formation covering the Rothenbuhler E Unit area. This proposed unit area includes lands in Sections 19, 20, 25, 26, Township 4N, Range 4W, Adams Township, and Sections 27, 28, and 33, Township 4N, Range 4W, Sunsbury Township, both in Monroe County, Ohio. The surface location for the Eclipse Rothenbuhler E Unit will be located in Section 25, Township 4N, Range 4W, Adams Township, Monroe County, Ohio, on Parcel No. 01-011008.0000.
Certain tracts in the Rothenbuhler E Unit area are owned, in whole or in part, by persons for whom no address can be located. These tracts are described below by reference to their parcel numbers and their believed owners’ names: Parcel Nos. 01-004010.0000 and 01-011001.0000 – Owners: The Estate of Sandra Kay Evans and The Estate of Donna M. Stephens.

NOTICE TO BIDDERS
CR16B ROAD IMPROVEMENT PROJECT – MONROE COUNTY
Sealed proposals will be received at the office of the Monroe County Engineer, 47134 Moore Ridge Road, Woodsfield, OH 43793, until 1:00 p.m. on Thursday, August 12, 2021 for the furnishing of all labor, materials and equipment necessary to complete the project known as the Monroe County CR16B Road Improvement Project which consists of several culvert replacements, cement stabilization and chip seal overlay for 2.86 miles of CR16B.
The bids will be publicly opened and read aloud at the above said time and place.
Contract documents, bid sheets, plans and specifications can be obtained at the Monroe County Engineers Office, 47134 Moore Ridge Road, Woodsfield, OH 43793.
Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with section 153.54 of the Ohio Revised Code. Bid security furnished in bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provided said surety.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder shall be pre-qualified by the Ohio Department of Transportation at the time of the bid opening and shall submit certification of said approval and pre-qualifications with bid. The owner intends and requires that this project be completed no later than October 31, 2021.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
Bidders must comply with the prevailing wage rates on Public Improvements in Monroe County as determined by the Ohio Bureau of Employment Services, Wage and Hour Division.
The Board of Monroe County Commissioners reserves the right to reject any an all bids.

The Ohio Soil and Water Conservation Commission will cause an election of Supervisors of the Monroe Soil and Water Conservation District (SWCD) to be held in accordance with Chapter 940 of the Ohio Revised Code. Individuals who own or occupy land within. The Monroe Soil and Water Conservation District and are 18 years of age or older may vote for Supervisor.
There are 4 ways an eligible voter can cast a ballot:
1.) At the SWCD office from 8:00 AM until 4:00 PM during normal business hours; or
2.) At the SWCD Annual Meeting, which will take place on the Monroe County Fairgrounds on October 2, 2021 from 5:00 PM to 6:00 PM; or
3.) At the Open House, which will take place at Monroe SWCD Office, 46762 SR 26

4.)
