Notice of Public Comment Period on Environmental Assessment of Appalachian NGL Hub Rail Transloading Facility

The public is invited to review and comment on a draft Environmental Assessment of the proposed Appalachian NGL Hub Rail Transloading Facility at the Long Ridge Energy Terminal in Hannibal, Monroe County, Ohio.

Monroe County received grant funding under US Department of Transportation’s (US DOT) Better Utilizing Investments to Leverage Development (BUILD) program.  This grant will fund $20 million of the total estimated $40 million for the Transloading Facility.

The Federal Railroad Administration (FRA) must comply with the National Environmental Policy Act (NEPA) before authorizing the use of US DOT funds to construct the facility.  NEPA requires federal agencies to consider the impacts of their actions on the natural, social, economic, and cultural environment and to disclose those considerations in a public document.  The NEPA process helps public officials make decisions based on an understanding of studied potential environmental consequences and take actions that protect, restore, and enhance the environment.

The draft document can be viewed at (https://www.longridgeenergy.com/businesses/natural-gas-liquids-infrastructure) and https://www.regulations.gov/docket?D=FRA-2020-0049. Comments can be shared directly with the Federal Railroad Administration by visiting the regulations.gov link or by searching regulations.gov for Docket Number FRA-2020-0049. The comment period is open from July 10, 2020 to August 9, 2020.
