Applicant SWN Production (Ohio), LLC (“SWN Ohio”) hereby gives notice that the Ohio Department of Natural Resources, Division of Oil and Gas Resources Management (the “Division”), has scheduled a hearing pursuant to Revised Code Section 1509.28 concerning SWN Ohio’s Fuchs A Unit to occur on Tuesday, November 29, 2022 at 2:30 p.m. The hearing will be held via video conference, as set forth below. SWN Ohio seeks to obtain an Order for Unit Operation from the Chief of the Division as to the Utica/Point Pleasant Formation covering the Fuchs A Unit area. This proposed unit area includes lands in Section 3, Township 4N, Range 4W, and Section 33, Township 3N, Range 3W, Switzerland Township, and Sections 26, 32, and 33, Township 3N, Range 3W, Salem Township, all in Monroe County, Ohio. The surface location for the Fuchs A Unit will be located in Section 3, Township 4N, Range 4W, Switzerland Township, Monroe County, Ohio, on Parcel No. 28-030003.0000.

PUBLIC NOTICE

In compliance with Section 5715.17 of the Revised Code of Ohio, public notice is hereby given, to the real estate owners of Monroe County, Ohio, that the County Board of Revision has completed its work of equalization and transmitted the returns to the County Auditor, and that the tax returns for the year 2022 have been revised and the valuations completed and are open for public inspection at the office of the County Auditor at Woodsfield, Ohio. As part of the 2022 Reappraisal of real property, the Monroe County Auditor’s Office was tasked with adjusting all values to bring the Auditor’s values in line with current sale prices. Therefore, there was an approximate 20% increase in land market values for all real property in the county. Values for existing buildings, with the exception of buildings that have been renovated or added onto since the last reappraisal, will largely stay the same as they were following the 2019 Update. New Current Agricultural Use Valuation (CAUV) soil values will also be implemented, as required by the Department of Taxation.  The County Auditor will, upon request, furnish to any person a certificate setting forth the valuation for tax purposes of any tract, lot or parcel of real estate situated in the county, or will, upon receipt of sufficient postage, mail the same.

Furthermore, the Board of Revision of Monroe County, Ohio, will hear any complaints against valuation or assessments, except valuations fixed and assessments made by the Tax Commissioner, at the office of the County Auditor at Woodsfield, Ohio, on Monday, November 21st, at 10:00 AM.

NOTICE TO MONROE COUNTY REAL ESTATE OWNERS

In compliance with Section 5715.17 of the Revised Code of Ohio, public notice is hereby given, to the real estate owners of Monroe County, Ohio, that the Monroe County Auditor’s Office has just completed its six-year Reappraisal of real estate values in the county, as ordered by the Ohio Department of Taxation. Every six years, the Auditor’s Office views and reappraises every piece of property in the county. These values will be used for three years, beginning with Real Estate tax bills to be mailed in January, 2023. 

Ohio law requires the Auditor’s Office to value all real estate at its market value, which is the likely selling price of the property based upon sales data from the previous three years. Real Estate taxes are based upon an assessed value, which is 35% of the market value. 

The Auditor’s Office will not have a formal inspection period at this time, due to construction in front of the Courthouse and the difficulty in finding parking. Tentative Real Estate appraisal values are available on the Monroe County Auditor’s page on the Monroe County website at www.monroecountyohio.com. From the drop-down menus, you will need to go to Government, then click on Auditor’s Office. On the Auditor’s page, select Real Estate Inquiry, then search for your property using your name, address, or your permanent parcel number as shown on your most recent tax bill. (If you do not have a computer, tablet, or smart phone, or reliable internet access, you may call the Auditor’s Office and we will look your property up for you.) 

Please review your Property Record for accuracy.  You may present evidence supporting a higher or lower market value to the Auditor’s Office. Evidence may include a recent appraisal or sale of your property. Please remember than an accurate market value for your property should be a reasonable expectation of the amount for which you might sell your property. To present any evidence of market value or discuss details of your Property Record, please call the Auditor’s Office Monday through Friday, 8:00 AM to 4:00 PM, at 740-472-0873.

New Real Estate tax amounts will not be available until mid to late December. New tax rates are calculated by the Ohio Department of Taxation in November after every county in the state has reported its local tax levy voting results. New tax rates will be reported to us in late November or early December, and taxes for the 2023 billing cannot be calculated until after that time. At this time, only values are available.

Please remember that the Auditor’s Office’s duty is to set fair market values for all property within the county. Real Estate taxes are based on tax rates for property tax levies passed by the voters of Monroe County and complied by the Ohio Department of Taxation.

NOTICE TO BIDDERS

OPWC BRIDGE REPLACEMENT PROJECTS-MONROE COUNTY

SWITZERLAND TOWNSHIP ROAD 199-2.38 & 199-2.57

Sealed proposals will be received at the office of the Monroe County Commissioners, 101 N. Main Street, Room 34, Courthouse, Woodsfield, OH  43793, until 11:00 a.m. on Monday, December 5, 2022 for the furnishing of all labor, materials and equipment necessary to complete the project known as the Monroe County OPWC TR199 Bridge Replacements Project which consists of replacement of two bridges located at Switzerland Township Road 199-2.38 and 199-2.57.

The bids will be publicly opened and read aloud at the above said time and place.

Contract documents, bid sheets, plans and specifications can be obtained at the Monroe County Engineers Office, 47134 Moore Ridge Road, Woodsfield, OH  43793.

Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with section 153.54 of the Ohio Revised Code.  Bid security furnished in bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provided said surety.

Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein.  Each bidder shall be pre-qualified by the Ohio Department of Transportation at the time of the bid opening and shall submit certification of said approval and pre-qualifications with bid.  The owner intends and requires that this project be completed no later than June 1, 2023.

All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project.  Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.

Bidders must comply with the prevailing wage rates on Public Improvements in Monroe County as determined by the Ohio Bureau of Employment Services, Wage and Hour Division.

The Board of Monroe County Commissioners reserves the right to reject any an all bids.
