Cindy St., Chandler, AZ 85224-5240, along with their unknown heirs, devisees, executors, administrators, relicts, next of kin and assigns, if any, whose identities and addresses are also unknown; you are hereby notified that you have been named as a defendant in a legal action entitled John J. Lusk, et al. v. Barbara Walton, et al. This action has been assigned case number 2021-336 and is pending before Judge Julie R. Selmon in the Court of Common Pleas of Monroe County, Ohio at 101 North Main Street, Woodsfield, Ohio 43793.
The object of Plaintiffs’ complaint is to obtain a court declaration that the reservation of the mineral rights in the Deed recorded at Monroe County Deed Records Volume 126, Page 521, is no longer valid or legally binding and does not encumber any oil and gas rights to the property identified in the Deed; and to obtain a court order quieting title to said severed mineral interest in the name of the Plaintiffs.
You are required to answer the Complaint within 28 days after the last publication of this notice, which will be published once a week for six successive weeks. The last publication will be made Sept. 1, 2022 and the 28 days for answer will commence on that date.
If you fail to answer or otherwise respond as permitted by the Ohio Rules of Civil Procedure within the time stated, judgment will be entered granting the relief requested in the Complaint.

Adams Township Road 378
The Board of Monroe County Commissioners will meet on Tuesday, September 6, 2022 at 10 a.m. for a Public Hearing to discuss the Resolution received from the Adams Township Trustees to partially vacate township road TR 378 beginning at State Route 78 for approximately .7 mile per the Monroe County Engineer. A portion of this road has been closed for over 2 years due to a road slip. The balance of the road being vacated is with the consent of the landowner.
The Commissioners will meet for a public hearing at the office of said County Commissioners, 101 N. Main Street, Room 34, Woodsfield, OH at 10 a.m. for all persons whose interests could be affected by said partial vacation of roadway.

ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Monroe County Jail Bar Screen Project will be received, by the Monroe County Commissioners at its Monroe County Courthouse 101 N. Main St. Commissioners Meeting Room Woodsfield, OH 43793 until 10:00 A.M. (Local Time) on October 3, 2022, and then at said office publicly opened and read aloud.
The Work to be bid upon is described as follows:
The work shall consist of installation of approximately 425 LF of 8” PVC sanitary sewer pipe, 4 sanitary sewer manholes, 1 bypass manhole, 30 LF of 16” steel casing bore & jack, 45 LF of corrugated plastic pipe, Pre-Fabricated Building, 6’ diameter flat-top manhole, automatic bar screen unit, gravel access road and site grading, surface restoration, reconnection to existing system and all other necessary appurtenances.

ODRC Contract Provisions
All construction contracts shall include a provision for compliance with: Copeland Anti-Kick Back Act (18 U.S.C. 874) (See Attached) as supplemented in Department of Labor Regulations (29 CFR, Part 3). This Act provides that the contractor is prohibited from inducing, by any means, any person employed in the construction, completion, or repair of public work, to give up any part of the compensation to which he is otherwise entitled. The Project Sponsor shall report all suspected or reported violations to the ODRC.
Equal Employment Opportunity Construction Contract Compliance. State assisted construction projects are subject to the January 27, 1972 Equal Employment Opportunity Executive Order of the Governor of Ohio. Regulations set forth by the Ohio Department of Administrative Services will apply to each construction contract awarded. Project Sponsors receiving complaints alleging contractor and/or subcontractor to the ORDC. In the event the Project Sponsor fails or refuses to comply with these requirements, the Project Sponsor is subject to sanctions such as:
Cancellation, termination, suspension in whole or in part of the Legislative allocation
Refraining from extending any further assistance to the Project Sponsor until satisfactory assurance of future compliance has been received;
Referring the case to the Attorney General for appropriate legal action.
Contracts in excess of $100,000 shall contain a provision which requires the recipient to agree to comply with all applicable standards, orders or regulations issued pursuant to the Clean Air Act of 1970 if the project scope will impact emissions from stationary (Industrial) sources or mobile sources. Report violations to the ODRC.
State Prevailing Wages
Section 509.06. Prevailing Wage Requirement
Exempt as provided in section 4115.03 of the Revised Code, unless the mechanics, laborers, or workers engaged therein are paid the prevailing rate of wages prescribed in section 4115.04 of the Revised Code. Nothing in this section affects the wages and salaries established for state employees under Chapter 124. Of the Revised Code, or collective bargaining agreements entered into by the state under Chapter 4117. Of the Revised Code, while engaged on force account work, nor does this section interfere with the use of inmate and patient labor by the state.
Wage Rates will be supplied via an addendum 10 days prior to the date of the bid opening.
Bid security shall be furnished in accordance with the Instructions to Bidders.
The Engineer’s estimate of construction cost is $367,500.
